काफी हद तक कम हो सकते हैं भूकंप के खतरे

हैती में भूकंप से हुई जान-माल की क्षति ने प्रकृति की भयावहता को एक बार फिर प्रदर्शित किया है। भारत भी भूकंप के हिसाब से बेहद संवेदनशील राष्ट्र है। देश ने गढ़वाल और लातूर के भयानक भूकंप पिछले दशकों में देखे हैं। इसके बावजूद भूकंप के खतरों को कम करने के उपायों को लेकर देश में अपेक्षित कार्य नहीं हुआ है। आज विज्ञान की बदौलत ऐसे तकनीकें उपलब्ध हैं जो भूकंप के खतरों को न्यूनतम स्तर पर ला सकती हैं। लेकिन न तो नीतिगत स्तर पर इन पर अमल किया जा रहा है और न ही आम लोगों में इनके प्रति जागरूकता बढ़ रही है। इसलिए यह खतरा पूरे देश पर मंडरा रहा है।


भूकंप की भविष्यवाणी

भूंकप खतरा आकलन केंद्र के प्रभारी डॉ. एके शुक्ला के अनुसार अभी तक वैज्ञानिक पृथ्वी की अंदर होने वाली भूकंपीय हलचलों का पूर्वानुमान कर पाने में असमर्थ रहे हैं। इसलिए भूकंप की भविष्यवाणी करना फिलहाल संभव नहीं है। वैसे विश्व में इस विषय पर सैकड़ों शोध चल रहे हैं। भारत में ज्यादातर भूकंप टैक्टोनिक प्लेट में होने वाली हलचलों के कारण आते हैं क्योंकि भारत इसी के ऊपर बसा है। लेकिन इन हलचलों का आकलन संभव नहीं है, लेकिन शोध में वैज्ञानिकों ने पाया कि इस टैक्टोनिक प्लेट का हिस्सा आयरलैंड में सतह के करीब है। शोध चल रहे हैं और हो सकता है कि भविष्य में टैक्टोनिक प्लेट में होने वाली हलचलों का पहले ही अंदाजा लगाने में वैज्ञानिक सफल हो जाएं। लेकिन इसके बावजूद भूकंप की भविष्यवाणी से फायदा यह होगा कि लोगों की जान बच जाएगी, लेकिन भवनों और अन्य इंफ्रास्ट्रक्चर को होने वाली क्षति को हम तब भी नहीं रोक पाएंगे। इसलिए दुनिया में नीतिगत स्तर पर दोनों दिशाओं में काम हो रहा है। एक पूर्व सूचना, दूसरे भवन और इंफ्रास्ट्रक्चर प्रोजेक्ट ऐसे बनाए जाएं कि भूकंप से होने वाली क्षति को कम से कम किया जा सके।


पुराने भवनों को भूकंपरोधी बनाना

सालों पहले भूकंप रोधी निर्माण तकनीकें उपलब्ध नहीं थीं। तब जो भवन, पुल आदि बने थे उनमें इन तकनीकों का इस्तेमाल नहीं हो पाया था, लेकिन अब जब यह खतरा बढ़ रहा है और हमारे पास ऐसी तकनीकें हैं कि उन्हें भूकंपरोधी बनाया जाए तो इस दिशा में पहल होनी चाहिए। भू्कंप के हिसाब से संवेदनशील क्षेत्रों में इन तकनीकों को लोग अपना भी रहे हैं। गुजरात के लातूर में सरकारी एजेंसियों ने भी लोगों को यह तकनीकें मुहैया कराई हैं। पुराने भवनों को रेट्रोफिटिंग (Retrofitting) के जरिए भूकंप रोधी बनाया जा सकता है। रेट्रोफिटिंग को भारतीय मानक ब्यूरो द्वारा मान्यता प्राप्त है तथा कोई भी सिविल इंजीनियर यह तकनीक किसी भवन में लगा सकता है।


क्या है SEISMIC RETROFIT ?

(Seismic retrofitting is the modification of existing structures to make them more resistant to seismic activity, ground motion, or soil failure due to earthquakes.)

इसके तहत पुराने भवन (जो पिलर पर नहीं बने हैं) में दरवाजों और खिड़कियों के ऊपर वाले हिस्सों में जहां से छत शुरू होती है, लिंटर बैंड डाले जाते हैं। इसके तहत भवन की चारों दीवारों के कोनों को लिंटर बैंड के जरिए आपस में जोड़ दिया जाता है। फर्क यह है कि लिंटर बैंड में लोहे की नई स्टील की छड़ें इस्तेमाल होती हैं जो कहीं ज्यादा मजबूत होती हैं।

भूकंप विशेषज्ञों के अनुसार जब भूकंप आता है तो सबसे ज्यादा खतरा उन भवनों को होता है जो पिलर पर खड़ी नहीं होती हैं। भूंकप के दौरान पिलर पर खड़ी इमारत एक साथ हिलती है जबकि बिना पिलर की इमारत की चारों दीवारें स्वतंत्र रूप से अलग-अलग हिलती हैं। इसलिए भवन गिरने लगते हैं। रेट्रोफिटिंग बिना पिलर वाली इमारतों को काफी हद तक जोड़ देती है और दीवार अलग-अलग नहीं हिलती हैं। यह सौ फीसदी तो नहीं 80 फीसदी तक भूकंप के खतरे को कम कर देती हैं।


पिलर पर बनी इमारतें पूरी तरह सुरक्षित हैं ?

नहीं, पूरी तरह तो नहीं लेकिन बिना पिलर वाली इमारतों की तुलना में काफी हद तक सुरक्षित हैं। अलबत्ता पिलर वाली इमारत में यदि उसकी बुनियाद में भी भूकंपरोधी स्ट्रक्चर डाल दिया जाए तो फिर वे 90-95 फीसदी तक भूकंपरोधी हो जाती हैं। वैसे कुछ नई तकनीकें भी आजमाई जा रही हैं। न्यूजीलैंड में पुरानी इमारतों को भूकंपरोधी बनाने के लिए बेस आइसोलेसन तकनीक अपनाई जा रही हैं, इसमें भवन की बुनियाद के नीचे चारों तरफ मैटल का एक ऐसा स्ट्रक्चर खड़ा कर दिया जाता है जो भूकंप के कंपन को निचले हिस्से तक ही सीमित रखता है।


भूकंपीय जोन

भूकंप का खतरा देश में हर जगह अलग-अलग है। इस खतरे के हिसाब से देश को चार हिस्सों में बांटा गया है। जोन-2, जोन-3, जोन-4 तथा जोन पांच। इनमें सबसे कम खतरे वाला जोन 2 है तथा सबसे ज्यादा खतरे वाला जोन-5 है। नार्थ-ईस्ट के सभी राज्य, जम्मू-कश्मीर, उत्तराखंड तथा हि.प्र. के कुछ हिस्से जोन-5 में आते हैं। उत्तराखंड के कम ऊंचाई वाले हिस्सों से लेकर उ.प्र. के ज्यादातर हिस्से, दिल्ली जोन-4 में आते हैं। मध्य भारत अपेक्षाकृत कम खतरे वाले हिस्से जोन-3 में आता है जबकि दक्षिण के ज्यादातर हिस्से सीमित खतरे वाले जोन-2 में आते हैं, लेकिन यह एक मोटा वर्गीकरण है। दिल्ली में कुछ इलाके हैं जो जोन-5 की तरह खतरे वाले हो सकते हैं। इस प्रकार दक्षिण राज्यों में कई स्थान ऐसे हो सकते हैं जो जोन-4 या जोन-5 जैसे खतरे वाले हो सकते हैं। दूसरे जोन-5 में भी कुछ इलाके हो सकते हैं जहां भूकंप का खतरा बहुत कम हो और वे जोन-2 की तरह कम खतरे वाले हों। इसके लिए भूकंपीय माइक्रोजोनेशन की जरूरत होती है।


क्या है भूकंपीय माइक्रोजोनिंग?

माइक्रोजोनिक यानी सूक्ष्म वर्गीकरण करना। इसमें सतह की जमीन की संरचना की जांच की जाती है। दरअसल, जब भूकंप आता है तो मकान का भविष्य काफी हद तक जमीन की संरचना पर भी निर्भर करता है। मसलन, यदि भवन किसी नमी वाली सतह पर बना है यानी रिज क्षेत्र या किसी ऐसी मिट्टी में जो लंबे समय तक पानी को सोखती है तो उसे खतरा ज्यादा है। वहां मिट्टी लूज हो जाती है, खतरा ज्यादा है। जहां मिट्टी शुष्क या बालू वाली हो, या पत्थर की चट्टानें नीचे हों, तो उसके भूकंप के दौरान अलग-अलग प्रभाव होते हैं। माइक्रोजोनिंग में क्षेत्र में प्रति 200 से 500 मीटर की दूरी पर जमीन में ड्रिलिंग करके मिट्टी के नमूने एकत्र किए जाते हैं तथा उसकी वैज्ञानिक जांच के बाद तय किया जाता है कि वह स्थान कितना संवेदनशील हैं।


दिल्ली की माइक्रोजोनिंग की जा चुकी है तथा भूंकप के हिसाब से इसे 9 हिस्सों में विभाजित किया जा चुका है। इनमें घनी आबादी वाले यमुनापार समेत तीन जोन सर्वाधिक खतरनाक हैं। पांच जोन मध्यम खतरे वाले हैं तथा सिर्फ एक जोन ही सुरक्षित है। साइंस और टेक्नोलॉजी मंत्रलय ने माइक्रोजोनिंग का ब्यौरा शहरी विकास मंत्रलय को सौंप दिया है और सिफारिश की है कि दिल्ली में भवन निर्माण के दौरान माइक्रोजोनिंग के नतीजों के आधार पर भवनों में भूकंपरोधी तकनीक इस्तेमाल की जाए। इसी रिपोर्ट के आधार पर दिल्ली में पुराने भवनों को भी भूकंप रोधी बनाया जाए।

उधर, नेशनल डिजास्टर मैनेजमेंट अथॉरिटी (National Disaster Management Authority) ने भी अपने दिशा-निर्देशों में कहा है कि नए बनने वाले स्कूलों, अस्पतालों और सरकारी इमारतों को भूकंपरोधी बनाया जाए। इसे स्वीकार कर लिया गया है तथा नई इमारतों में इसका ध्यान रखा जा रहा है। हालांकि, निजी भवनों के लिए ऐसी कोई अनिवार्यता सरकार ने नहीं की है, लेकिन बिल्डर स्वेच्छा से अपनी इमारतों में भूकंपरोधी तकनीक अपना रहे हैं।

क्या है शेयर बाजार?

शेयर बाजार आखिर है क्या? बाजार बोले तो किराना बाजार, मछली बाजार, कपडा बाजार तो समझ में आता है , जहां खरीदने वाले और बेचने वाले इकट्ठे होकर, चीजों या सेवाओं की खरीद-फरोख्त करते हैं। जैसे फल बाजार में फल बिकते हैं, जैसे हर शहर में चौराहों पर सुबह-सुबह मजदूर बिकते हैं या और भी बहुत कुछ, उसी तरह शेयर बाजार भी बाजार ही है, लेकिन कुछ खास, और बाजारों से कुछ अलग किस्म का।

सीधे कहा जाए, तो शेयर बाजार एक ऐसी जगह है, जहां कंपनियों के शेयरों की खरीद-फरोख्त होती है। भारत में अंग्रेजों के जमाने में शेयर बाजार शुरू हुआ था, और पहले शेयर एक पेड के नीचे मजमा लगाकर बेचे जाते थे। बाद में यह ट्रेडिंग रिंग के रूप में बदला, जिसमें ब्रोकर यानी दलाल लोग इकट्ठे होकर शेयर बेचते थे। अब यह अत्याधुनिक कंप्यूटर प्रणाली से लैस तेज गति की व्यवस्था है, जिसमें एक साथ लाखों खरीददार और विक्रेता, दूरसंचार व्यवस्थाओं के जरिए केंद्रीय कंप्यूटर से जुडते हैं। खरीदने-बेचने वाले ये लोग इंटरनेट सुविधा वाले अपने कंप्यूटर या ब्रोकर के कंप्यूटर के जरिए अपने आर्डर को शेयर बाजार में दर्ज कराते हैं और खरीदे-बेचे जाने वाले शेयरों की संख्या और कीमत का मिलान केंद्रीय कंप्यूटर से होते ही सौदा दर्ज हो जाता है। पूरी प्रक्रिया में आर्डर केंद्रीय कंप्*यूटर को भेजा जाता है, उसका कन्फर्मेशन होता है, सौदा तय होता है और उसका निबटान होता है। यह सारी प्रक्रिया सेकेंडों में पूरी हो जाती है।

बाजार का खास पहलू है उस कीमत की खोज, जिस पर सौदा तय हो सके। बेचने वाला ज्यादा से ज्यादा कीमत चाहता है और खरीदने वाला कम से कम में खरीदना चाहता है। यह सौदेबाजी जब समान कीमत पर पहुंचती है तभी सौदा तय होता है। चूंकि शेयर बाजार में एक साथ बहुत भारी तादाद में खरीददार-विक्रेताओं का आपसी सम्पर्क होता है इसलिए सौदे भी भारी तादाद में फटाफट पूरे होते हैं।

शेयर बाजार में शेयर बिकते हैं। शेयर क्या हैं? शेयर का मतलब है हिस्सा। किसी कंपनी का शेयर लेने का मतलब है उस कंपनी में आपने हिस्सेदारी ले ली। एक लाख शेयर वाली किसी कंपनी के दस हजार शेयर खरीदकर आप उस कंपनी के दसवें हिस्से के मालिक बन जाते हैं। उद्यमी और बिजनेसमैन, जो कोई कारोबार खडा करना या बढाना चाहते हैं, वे योजना बनाते हैं कि वे नई कंपनी शुरू करके या पुराना कारोबार बढा़कर ढेर सारा पैसा बना सकते हैं। लेकिन उनके पास इतनी काफी पूंजी नहीं होती कि वे बाहर से पैसा लिए बिना अपनी पूरी योजना को लागू कर सकें। तब निवेशक आगे आता है और कंपनी के शेयर यानी हिस्सेदारी खरीदकर उद्यमी को पूंजी मुहैया कराता है।

आम जनता को शुरुआती शेयर खरीदने के प्रस्ताव IPO (Initial Public Offer) के जरिए दिए जाते हैं। अब, जो निवेशक IPO में शेयर खरीद लेता है, वह अनन्तकाल तक तो शेयर अपने पास रखना चाहेगा नहीं। उसकी अपनी दूसरी जरूरतें हो सकती हैं या किसी और कंपनी में पैसा लगाने के लिए वह अपना पैसा खाली करना चाहता है। लेकिन कंपनी तो उसका पैसा इतनी जल्दी लौटा नहीं सकती, क्योंकि उगाहे गए पैसे को कंपनी ने कारोबार की ठोस चीजों, जैसे मशीनरी, जमीन, इमारत निर्माण आदि में लगा दिया होता है जिसे चाहकर भी तत्काल खाली नहीं किया जा सकता। ऐसे में शेयर बाजार वो प्लेटफार्म मुहैया कराता है जिसे Secondary Market यानी दूसरे दर्जे का बाजार कहते हैं। इस बाजार में निवेशकों के बीच लिस्टेड यानी सूचीबद्ध कंपनियों के शेयरों की खरीद-फरोख्त होती है और ऐसी कई हजार कंपनियों के लाखों-करोडों शेयर रोज खरीदे-बेचे जाते हैं।

शेयर बाजार में लिस्टेड होने के लिए कंपनी को बाजार से लिखित समझौता करना पडता है, जिसके तहत कंपनी अपनी हर हरकत की जानकारी बाजार को समय-समय पर देती रहती है, खासकर ऐसी जानकारियां, जिससे निवेशकों के हित प्रभावित होते हों। इन्हीं जानकारियों के आधार पर कंपनी का मूल्यांकन होता है और इस मूल्यांकन के आधार पर मांग घटने-बढने से उसके शेयरों की कीमतों में उतार-चढाव आता है। अगर कोई कंपनी लिस्टिंग समझौते के नियमों का पालन नहीं करती, तो उसे डीलिस्ट किया जाता है, उसके खिलाफ कार्रवाई की जाती है जिसके लिए सरकार ने सेबी (भारतीय प्रतिभूति एवं विनिमय बोर्ड - SEBI) जैसी ताकतवर संस्थाए को कानूनी अधिकार देकर निवेशकों के हित में सक्षम बनाया है।

मामूली, अनजान सी कंपनियों में निवेश करने की तुलना में जानी-मानी, बडी और मजबूत कंपनी को निवेश के लिए चुनना हमेशा ज्यादा सुरक्षित माना जाता है।

National Rural Employment Gaurantee Act (NREGA)

What is NREGA?
  1. NREGA is designed as a safety net to reduce migration by rural poor households in the lean period through A hundred days of guaranteed unskilled manual labour provided when demanded at minimum wage on works focused on water conservation, land development & drought proofing.
  2. Notification of the National Rural Employment Guarantee Act came in September 2005. It was launched on February 2, 2006.
  3. NREGA is the flagship programme of the UPA Government that directly touches lives of the poor and promotes inclusive growth.
  4. The Act aims at enhancing livelihood security of households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.
  5. The ongoing programmes of Sampoorn Grameen Rozgar Yojna & National Food for Work Programme were subsumed within this programme in the 200 of the most backward districts of the country, in which it was introduced in phase -1 .
  6. In phase-2 it was introduced in 130 additional districts.
  7. The scheme was extended to 274 rural districts from April 1, 2008 in phase-3.
  8. NREGA is the first ever law internationally, that guarantees wage employment at an unprecedented scale.
  9. Dr. Jean Drèze, a Belgian born economist, at the Delhi School of Economics, has been a major influence on this project.
What are Objectives of NREGA?
  1. Augmenting wage employment.
  2. Strengthening natural resource management through works that address causes of chronic poverty like drought, deforestation and soil erosion and so encourage sustainable development.
  3. Strengthening grassroots processes of democracy
  4. Infusing transparency and accountability in governance.
  5. Strengthening decentralization and deepening processes of democracy by giving a pivotal role to the Panchayati Raj Institutions in planning, monitoring and implementation.
What are the Unique Features of NREGA?
  1. Time bound employment guarantee and wage payment within 15 days
  2. Incentive-disincentive structure to the State Governments for providing employment as 90 per cent of the cost for employment provided is borne by the Centre or payment of unemployment allowance at their own cost and emphasis on labour intensive works prohibiting the use of contractors and machinery.
  3. The Act mandates a 33 percent participation for women.
How NREGA is Implemented? The following image shows the key processes in the implementation of NREGA.



  1. Cost sharing : Central Government 3/4th , State Government 1/4th
  2. Adult members of rural households submit their name, age and address with photo to the Gram Panchayat.
  3. The Gram panchayat registers households after making enquiry and issues a job card. The job card contains the details of adult member enrolled and his /her photo.
  4. Registered person can submit an application for work in writing (for at least fourteen days of continuous work) either to panchayat or to Programme Officer.
  5. The panchayat/programme officer will accept the valid application and issue dated receipt of application, letter providing work will be sent to the applicant and also displayed at panchayat office.
  6. The employment will be provided within a radius of 5 km: if it is above 5 km extra wage will be paid.
  7. If employment under the scheme is not provided within fifteen days of receipt of the application daily unemployment allowance will be paid to the applicant.
NREGA & Union Budget 2009-10:
  1. During 2008-09, NREGA provided employment opportunities for more than 4.47 crore households as against 3.39 crore households covered in 2007-08.
  2. Govt. is committed to providing a real wage of Rs.100 a day as an entitlement under the NREGA.
  3. To increase the productivity of assets and resources under NREGA, convergence with other schemes relating to agriculture, forests, water resources, land resources and rural roads is being initiated. In the first stage, a total of 115 pilot districts have been selected for such convergence.
  4. Govt of India has proposed an allocation of Rs.39,100 crore for the year 2009-10 for NREGA which marks an increase of 144% over 2008-09 Budget Estimates.
How Monitoring & Evaluation is Done in NREGA?
  1. The Ministry has set up a comprehensive monitoring system. For effective monitoring of the projects 100% verfication of the works at the Block level, 10% at the District level and 2% at the State level inspections need to be ensured.
  2. In order to optimize the multiplier effects of NREGA, the Ministry has set up a Task Force to look at the possibility of convergence of programmes like National Horticulture Mission, Rashtriya Krishi vikas Yojana, Bharat Nirman, Watershed Development with NREGA.
  3. These convergence efforts will add value to NREGA, works and aid in creating durable efforts and also enable planned and coordinated public investments in rural areas.
Critical Issues of NREGA, how they are addressed?
  1. Issues Related to Job Cards: To ensure that rural families likely to seek unskilled manual labour are identified & verify against reasonably reliable local data base so that nondomiciled contractor’s workers are not used on NREGA works . What is done for this problem? Job card verification is done on the spot against an existing data base and Reducing the time lag between application and issue of job cards to eliminate the possibility of rentseeking, and creating greater transparency etc. Besides ensuring that Job Cards are issued prior to employment demand and work allocation rather than being issued on work sites which could subvert the aims of NREGA

Issues related to Applications: To ascertain choices and perceptions of households regarding lean season employment to ensure exercise of the right to employment within the time specified of fifteen days to ensure that works are started where and when there is demand for labour, not demand for works the process of issuing a dated acknowledgement for the application for employment needs to be scrupulously observed. In its absence, the guarantee cannot be exercised in its true spirit
  3. Issues Related to Selection of Works: Selection of works by gram sabha in villages and display after approval of shelf of projects, to ensure public choice, transparency and accountability and prevent material intensive, contractor based works and concocted works records
  4. Issues related to Execution of Works: At least half the works should be run by gram panchayats . Maintenance of muster roll by executing agency -numbered muster rolls which only show job card holders must be found at each work-to prevent contractor led works
  5. Issues related to measurement of work done: Regular measurement of work done according to a schedule of rural rates sensitive Supervision of Works by qualified technical personnel on time. Reading out muster rolls on work site during regular measurement -to prevent bogus records and payment of wages below prescribed levels
  6. Issues related to Payments: Payment of wages through banks and post offices -to close avenues for use of contractors, short payment and corruption
  7. Audit : Provision of adequate quality of work site facilities for women and men labourers Creation and maintenance of durable assets Adequate audit and evaluation mechanisms Widespread institution of social audit and use of findings
Some Points:
  1. Rozgar Jagrookta Puruskar award has been introduced to recognize outstanding Contributions by Civil society Organizations at State, District, Block and Gram Panchayat levels to generate awareness about provisions and entitlements and ensuring compliance with implementing processes.
  2. The government has engaged professional institutions like IIMs, IITs and agricultural universities to assess the implementation of NREGA across the country.
Criticism of NREGA :
Here are some points raised regarding the implementation and success of NREGA in various news papers and magazines:
  1. In last 3 years on average only 50% of the households that registered under the scheme actually got employment. (times of India)
  2. There is a wide variation of performance across states. In terms of the percentage of registered households provided work, Maharashtra has averaged an abysmal 13% over the three years while Rajasthan at the other end of the spectrum has averaged 73%. (Times of India)
  3. The rural poverty line, which is now in the region of Rs 400 per capita per day, means that an average household that is below the poverty line (BPL) will have an income of something in the range of Rs 24,000 per annum or less, assuming a five-member household. In other words, if a BPL family were to get the full promised benefit of NREGA they could earn the equivalent of more than 40% of their annual income from this one scheme alone. That should be enough to see why NREGA should not be seen as just another of the plethora of poverty alleviation schemes that India has had since Independence. (Times of India)
  4. If this scheme is implemented the right way, there will be no need for MP and MLAs funds. Look at the figures: At Rs 2 crore per 543 MP, the allocation comes to Rs 1086 crore (most times this remains underutilized). In his budget, finance minister Pranab Mukherjee has increased the NREGA allocation by 144% and it's now Rs 39,100 crore. (Times of India)
  5. The Planning Commission has sought the Reserve Bank of India’s intervention in streamlining the mechanism of paying wages under the NREGA. In a letter to the central bank, the Commission said that the RBI should give directions to banks to ensure that payments to the beneficiaries of the NREGA are made only through banks or post-offices. The Commission has pointed out that disbursing funds under the NREGA, which has an annual allocation of Rs30,000 crore, needs to be strengthened to ensure that no leakages happen as the canvas of the programme is bound to expand in the near future. Tips to prepare for Current Affairs from Newspapers: What to Read and What Not?

In my earlier thread, I've explained why newspapers are important, and why shouldn't you rely on magazines for current issues. (here)
In the present trend of UPSC G/S prelim
  1. Geography (current based)
  2. Current Affairs
  3. Polity
  4. People / Award etc
Above things roughly cover 70 Marks worth questions out of 150M G/S prelim paper.
Most of the questions from them are based on current affairs,
So Never miss reading the newspaper on any day.
Now the issue comes – how to read newspaper to prepare current affair – this is important cause most student either glance over the newspaper in 3 minutes and some waste 3 hours reading each and every detail.
How to read any newspaper (for General Studies)

What is not important in newspaper / Current Affairs?

Following things should be ignored
Politics
  • Politicians making remarks on each other – and the usual politics.
  • XYZ party making coalition with ABC party
  • State elections (who won / which party got how many seats etc)
Violence
  • Attacks (Maoist/Terrorist/Insurgents) : (how to stop it / what new forces or equipments are purchased is imp but they attacked this place and destroyed 3 jeeps- not imp.)
  • Accidents : train, bus, car, bike etc (BRTS, new traffic rules, Traffic cops getting simputer = imp)
  • Crime (how cybercrime is done is imp but XYZ man stole 100,000 Rs from someone's credit card is not imp. Or biker gang looted 25 lakh from highways- not imp.)
Masala News
  • Cricket (nothing is imp, they never ask anything from this,)
  • bollywood (do I need to say anything? Although if someone wins Dadasaheb award- note it)
  • surveys (like after doing tests on 50 people, scientists claimed that tomato keeps you young etc)

What is important in newspaper then?





Follwing things are extremely important to read in newspaper
Polity
  • New laws / bills coming in (like Women reservation bill and the current editorials, and everything related to it)
Administration
  • Administrative reforms, E-gov etc
  • Government schemes (NPS, NREGA- and editorials related to it-good things, bad things)
  • Education related- Deemed univ etc
International
  • Internationally important issue
  • ( Af-Pak Policy, Global Meltdown, G-20 ) etc
  • OPEC,ASEAN,SAARC etc- if they're meeting then note down where they met and what points did they discuss?
  • Indian Army Exercise with China/US etc (like in Mizoram for Jungle Warfare etc) – remember the name of the 'exercise'
  • Name of Operations (Op.Sahayta for Nargis, Op. Black Tornado for 26/11 etc)
Sci-Tech
  • (new space mission, vaccines, swine flu, climate, Computers)
  • Hybrid Seeds, Solar Energy ,
Economy
  • (big players and the companies owned by them, PSU's activity –its heads, Govt.'s policies, budget etc) - read the economy part very carefully cause in mains –you'll get 100M economy section in G.S.
People
  • Awards (not IIFA/Filmfare though- but Noble etc, and what contribution those people did ?)
  • Books (generally on Sunday issue, they'll put review of some new books – so note down the author)
  • International election – (i.e. Ahmedinejad won Iran election – that's imp but Mussavi was his main rival – that's also imp. Note down such imp people's name coming in news)
Sports
  • (tennis most imp, apart from that any Indian achievement in non-cricket sport)
Geography
  • Anything happening in above mentioned topics- you look @ your mapbook and see where that place is.

If you read the newspaper on this line
(AND MAKE A NOTE OUT OF IT- keep a diary, cut and file the imp articles / maps / charts from newspaper.) How to make a note, & why is it important ? – its explained on this page.

Why Read Editorials?

Because the regular news won't talk of what happened in History or what are the good / bad points of a particular topic. But the editorials will give you the 'big picture.' Along with the suggestions for reforms so it also helps in writing mains + Essay. + interview too.

Many of the articles/editorials will be completely criticizing anything and everything of Administration. So be careful about what to read and what to skip – because your answers have to be constructive criticism and positive "there is still hope for reform" and "Democracy is the best way to run country " etc.
Cause if criticizing everything about Administration was going to make you an IAS officer then every reporter of Aaj Tak, NDTV and Zee News would be a District Collector. You've to be constructive, creative, visionary and positive in your answers, opinions and criticisms –only then you'll get more marks. I'm saying this here because when you are reading anything in newspaper- that's not just one shot to prelims but also helps you in mains, essay, interview as well.

Current Affairs is a year long continuous process.

This process doesn't take more than 1 hour per day. And its worth it, cause current affairs is not something that you can develop reading some book for 15 days before exam
on April 2010- lot 'current affair special' books will come in market from Wizard, Chronicle, Pratiyogita Darpan and many more but if you've been following the newspaper through out the year & making your own diary- then you won't need to read them AND if you've not maintained a diary then you won't be able to remember much from these books – and will end up wasting 15 days reading it.)

WHAT IF You DON'T read newspapers?

Then this will be your situation
On April 2010- you'll be blank in Current affair and will start reading any of those 'current affairs special book' as mentioned above – but since you've never read newspaper, you won't be able to cover the book very fast- and it's a thick book, and you won't be able to remember everything you read, you won't even have time to revise it, so in the end you'll be ignoring either your G/S's rest topics or your Opt. Subject or the current affairs itself, and ultimately losing heavy marks in Prelims.

Newspapers Help in Essay Writing.

In the mains you've to write a compulsory Essay paper which is worth 200 M and they're counted in the merit list.
There are many books / guides for essay writing in the market as well, but if you write from it, you'll end up writing a street quality , cheap, strerotype school essay and getting very few marks.
Your essay has to be unique, precise, showing your vast knowledge and understanding of the subject which can't be done reading 2 page essay in some cheap guide book.
If you analyse last 10 years papers of Essay (posted here)

Then you'll notice that they generally ask essay from following themes ONLY
  1. Women empowerment
  1. Social issues
  1. Environment
  1. Rural vs Urban, Modern vs Traditional culture/values
  1. Administrative / Law & Order / Judicial activity or reform
  1. Sci-tech and its role in human/ rural Development
  1. Philosophy (religion, truth, honesty etc)
  1. Education

So whenever you see some editorial related to it in the newspaper – DO READ IT,And note down the imp topics from it/ cut and file it
That'll help you have sufficient knowledge , viewpoints and ideas to write a 200 Marks worth essay.
And its not a one day process- you follow it through out the year.
If you prepare your current affairs topics this way then you should have not much trouble clearing the UPSC civil service IAS IPS Exam.
