India's Nuclear Plans Whirled

Atomic power can provide India some form of energy sufficiency but there are still regulatory and political matters to be surmounted.

It has been a long journey so far – the Indo-US pact signed a year and a half back, exemption at the NSG and abiding by the IAEA norms.

India has announced grand plans to raise nuclear energy capacity from 4340MW at present to nearly 500,000MW by 2050.

The new challenges relate to land acquisitions issues and evolving a consensus on the Civil Nuclear Liability Bill (CNLB) and adoption of Convention on Supplementary Compensation (CSC) for Nuclear Damage (specifically for America), all delicate matters that need considerable sorting.

It is clear that these issues are not just about business and politics. It is about protecting the interests of human victims, should such a situation arise. They have in the past, such as Chernobyl.

The Bhopal Gas tragedy should be a good enough reminder of an error prone compensatory regime.

Thus, the debate is not only about retaining confidence of power plant operators in joining the estimated US$150 billion worth Indian civil nuclear energy market.

It is about maintaining dignity of human lives, in the event of an accident. In India such matters are always the most ignored.

Matters so far don’t look good given allegations being leveled against the ruling party for pandering to American interests and fixing liability limits at a mere Rs.5 billion or $100 million.

The crux is about placing responsibility of compensation in event of nuclear damage whether on the supplier/designer/operator/ “Installation State” (which possesses nuclear facilities) by the wronged party (which too is ambiguous).

There are loopholes and anomalies related to assessments of “risks involved” and not on “damages involved.”

Who is liable in the event of an armed conflict or terrorist attack? These are very pertinent threats in today’s world.
Complex issues such as claims awarded by designated authority, exemptions and operator insurance in the current format also indicate multiple loopholes that have a potential to distort the advantages of nuclear energy generation.

The solution lies in an immediate redrafting and rethinking on every crucial detail before the foreclosure of the 123 nuclear deal.
                                                 
The government should be complimented for enthusiasm to put in place civil nuclear pacts with a host of countries for import of reactors and fuel.

There has also been synchronization of Rajasthan Atomic Power Project-Unit 6 with the Northern Grid, identification of locations for nuke sites and pacts between state run units like BHEL and NTPC with the regulatory body Nuclear Power Corporation India Ltd,.

But all this would be reduced to a naught if the other loopholes are not plugged and a clear policy not cut out. The role for private firms in atomic power nuclear power generation also needs to be worked out.

Indian thirst for energy ranks third in the world, next only to US and China.  A firm and collective resolution and action are essential.

Any tampering with plans to plug the power deficit will directly impact the country’s GDP. The sooner a sound plan is tabled the better for the India emerging story. Disclaimer: The views expressed in Hourglass are the author's own.

Supreme Court to have a woman judge after four years

Former Jharkhand High Court Chief Justice, Gyan Sudha Mishra, will take oath as a Supreme Court Justice on Friday.

She will be the fourth woman judge in the apex court.

Mishra (61) was initially appointed as judge of the Patna High Court in March 1994, but was transferred to the Rajasthan High Court.

After 14 years there, she was elevated to the post of Chief Justice of the Jharkhand High Court in Ranchi in July 2008.

Mishra enrolled as an advocate in the Bihar State Bar Council in November 1972 at a time when women entering the legal profession was a rarity.

She was appointed a government advocate for Bihar in 1982.

Alongwith Mishra, Tamil Nadu High Court Chief Justice H L Gokhale and Bombay High Court Chief Justice A R Dave will also be sworn in.

The number of Supreme Court judges will rise to 30 after Friday's swearing-in.

Arunachal Pradesh: 24th state to implement RSBY

Arunachal Pradesh has become the 24th state to implement the Rashtriya Swasthya Bima Yojana (RSBY) Scheme.
  • Rashtriya Swasthya Bima Yojana had started rolling from 1st April 2008.
  • It has been launched by Ministry of Labour and Employment, Government of India to provide health insurance coverage for Below Poverty Line (BPL) families.
  • The objective of RSBY is to provide protection to BPL households from financial liabilities arising out of health shocks that involve hospitalization.
  • Beneficiaries under RSBY are entitled to hospitalization coverage up to Rs. 30,000/- for most of the diseases that require hospitalization. Government has even fixed the package rates for the hospitals for a large number of interventions.
  • Pre-existing conditions are covered from day one and there is no age limit.
  • Coverage extends to five members of the family which includes the head of household, spouse and up to three dependents.
  • Beneficiaries need to pay only Rs. 30/- as registration fee while Central and State Government pays the premium to the insurer selected by the State Government on the basis of a competitive bidding.
  • Till now, 24 state have joined the RSBY. Arunachal is 24th state to join the scheme. This will benefit 40000 families of the state registered as BPL.

What is Global Tiger Initiative ?

Global Tiger Initiative” is a commitment of the World Bank to save tigers and conserve tiger habitats. World Bank’s commitment to a global Tiger Initiative has received widespread interest and support from the conservation and scientific communities. The launch of the Tiger Initiative is being co-hosted by the Smithsonian Institution and the International Tiger Coalition (ITC), a body of 39 NGOs representing millions of members and working around the world and in most tiger range countries.

India is participating in this programme to the extent of building up the capacity of knowledge institutions involved in the field of wildlife management and forestry. Besides this, it will participate in events like the pre-summit tiger workshop and the Global Tiger Summit. The platform of Global Tiger Initiative may be used for disseminating / exchange of good practices amongst the tiger range countries, apart from addressing cross border illegal wildlife trade issues. However, the said initiative would not be used as a field project for tiger conservation in States.

Nano Technology in India

Centres for Nano Technology in India
Seven Centres for Nano Technology in various institutions within the country are being supported by Union Government. A separate independent institute of Nano Science and Technology is set up at Mohali. The Union Government also proposes to support a Centre for Nano Science and Technology as part of an existing institute in Bangalore.

The proposed Centre for Nano Science and Technology at Bangalore will focus on research on novel nano-materials. This Centre will be set up by May 2010. The proposed budget for this Centre is Rs. 113 crore for the remaining period of the XI Plan. However, no funds have been released so far, as the project is yet to receive sanction of the Government. India and Russia sign defence deal

NEW DELHI: India agreed to pay $2.33 billion more for the upgrade of aircraft carrier Admiral Gorshkov, re-christened INS Vikramaditya, and signed a $1.5 billion contract to buy 29 MiG-29K naval fighter jets.The two deals were signed by the Ministry of Defence and Russian officials accompanying Prime Minister Vladimir Putin, who arrived in New Delhi on Thursday night.New Delhi and Moscow negotiated military contracts, including joint production of multi-role transport aircraft and a fifth generation combat jet. Russia will also deliver nuclear submarine Nerpa-Akula on lease for ten years.The additional contract for INS Vikramaditya was signed after the two sides settled on the new price of the carrier being reconstructed in Russia.The original contract was finalised in 2004 under which Russia was to deliver the ship for around $900 million.But over the years, Russia demanded more money and $2.33 billion was settled upon.India has also placed an order for 29 more MiG-29K naval jets worth $1.5 billion.The Navy had bought 16 of these aircraft in 2004. Russian officials were hopeful that they would be able to deliver new MiG-29Ks from 2012.The Admiral Gorshkov is a modified Kiev-class aircraft carrier, originally named Baku. The ship was laid down in 1978 at the Nikolayev South shipyard in Ukraine, launched in 1982, and commissioned with the Soviet Navy in 1987.It was renamed after the collapse of the Soviet Union in 1991.

Government confident women's bill will clear Lok Sabha

A day after the historic bill to reserve one-third of all legislative seats in India for women was cleared by the Rajya Sabha, the government's flagship legislation Wednesday continued to disrupt the Lok Sabha where ministers said it would be passed by March 16.
After smelling the first victory in the upper house over the Women's Reservation Bill, the government appeared confident that the proposed bill will clear the next hurdle and sail through the Lok Sabha despite opposition from the parties with their support base in the Hindi heartland of northern India.
Parliamentary Affairs Minister P.K. Bansal said it would be passed in the lower house before March 16 when parliament goes for a three-week recess and resumes April 12.
'We intend to get the bill passed in the Lok Sabha before March 16,' Bansal told IANS.
Official sources said the Business Advisory Committee of the Lok Sabha will meet Friday to decide tabling of the bill in the house next week.
The Trinamool Congress, which is a ruling ally of the Congress and abstained from the Tuesday vote, expressed its unhappiness over the bill.
Why was there was no reservation for women in the Rajya Sabha, party chief Mamata Banerjee, also the railway minister, questioned. Banerjee told reporters her party supported the bill in principle but would discuss the stand to be taken in the Lok Sabha when the bill came up there.
As the Trinamool's, which has crucial 19 MPs in the Lok Sabha and is the biggest ally of the UPA, stand remains unclear, Law Minister M. Veerappa Moily said
'the government will manage to get the support of all its allies. We will manage the family.'
Demands over the withdrawal of suspension of seven dissenters who were muscled out by marshals from the Rajya Sabha Tuesday also grew Wednesday.
The Bharatiya Janata Party (BJP) and the Left parties, which support the bill, also called for revocation of the suspension of the members mainly from the Samajwadi Party (SP) and Rashtriya Janata Dal (RJD) who were suspended and evicted for unruly behaviour in the upper house.
Leader of Opposition in the Rajya Sabha Arun Jaitley said the government should bring a motion and withdraw the suspension. He said the members should meet chairman Hamid Ansari and 'make amends for what happened'.
He was supported by Communist Party of India-Marxist (CPI-M) leader Sitaram Yechury.
But the parliamentary affairs minister said the government would consider the revocation only if the suspended MPs express their regrets to the chairman.
'It (the suspension) was a well considered action as they (the members) had insulted the dignity of the house. The minimum thing is to go to the chairman,' Bansal told reporters.
RJD member Prem Chand Gupta disagreed saying it was not correct to insist on an apology from the members as 'whatever happened, took place in particular circumstances'.
The issue rocked the Lok Sabha which was adjourned for the day after SP chief Mulayam Singh Yadav, Janata Dal-United president Sharad Yadav and RJD leader Lalu Prasad staged noisy protests.
BJP's deputy leader in the Lok Sabha Gopinath Munde told reporters that the government should 'not lower the dignity of the house' by bringing in marshals. Munde said the government should bring a motion to withdraw the suspension.
The Yadav trinity reiterated their opposition to the women's bill demanding that the proposed legislation should have a quota for women from the Dalit, tribal and minority communities.

Internationalized domain name Research at CDAC

An awareness raising national workshop on IDNs for Indian languages was organized on February 10, 2010 at New Delhi by the Centre for Development of Advanced Computing (C-DAC), under the aegis of Department of IT, Ministry of Communications and IT.
What is Internationalized domain name?
An internationalized domain name (IDN) is an Internet domain name which contains at least one label in the software application (such as browsers) containing a language specific alphabets. Internationalized domain names are stored in the Domain Name System as ASCII (American Standard Code for Information Interchange ) strings.
Internationalized domain name & CDAC:
To ensure that India and Indian languages have their rightful place in this age of Information Technology (IT) with the entire Globe being integrated into a web-linked village with the knowledge as the sole differentiator, development of convivial Access Technology , CDAC GIST (Graphics and Intelligence based Script Technology) undertook research and study of various IDN related RFCs and their applicability vis-à-vis Indian Languages.

Objectives:
  1. Primarily to ensure that a user can create and access URL’s in his own language and
  2. Closely associated with the above, to ensure that the average user who is little aware of spoofing or phishing or pharming does not suffer financial loss or identity loss.
  3. Thus an average user doesn't care about a seemingly trivial URL string unless he comes across it inadvertently and gets robbed. For him, वीत्त.भारत and.वीत.भारत look the same.
  4. By clicking on the worng URL, (s)he could be phished or pharmed.
To prevent such spoofing and phishing attacks in IL scenario, a careful study of some scripts is done by CDAC GIST, especially in the area of homographs: characters and their combinations which look alike but are different in reality, as in the example given above..

The research is focused on Domain Names in Indian languages for Hindi, Gujarati, Oriya, Urdu, Gurumukhi etc. and includes the following :

NamePrep and StringPrep Profile - RFC-3492
PunyCode: Bootstring encoding - RFC-3454

Variant tables accompanied by the normalization tables were prepared which would help reducing vulnerability of an IDN against homograph attacks.

A single all script font (on the line of Sakal Bharati font) is also developed. In this font a special care of code-point wise different but visually similar characters is taken to help them being distinguished visually in the address bar of a browser.
Easy floating keyboards well equipped with the IDN restrictions are also being developed for inputting the URL at the Registry software for each language

Public Health Foundation of India

Public Health Foundation of India is a response to redress the limited institutional capacity in India for strengthening training, research and policy development in the area of Public Health. PHFI is an autonomously governed public private partnership initiative launched by Prime Minister Manmohan Singh in 2006. The Foundation is managed by a fully empowered, independent, governing board that has representatives from multiple constituencies. The Board includes senior government officials, eminent Indian and international academic and scientific leaders, civil society representatives and corporate leaders.

In the series of Indian Institute of Public Health, the institutes were established in Hyderabad, Gandhinagar, Shillong and Delhi which shall be made operational in this year. Besides Centre of Excellence for Chronic Diseases at IIPH Delhi will augment PHFI’s capacity for research in chronic diseases in India.

The next in the series is world-class institute of Public Health which will be set up at Kumarabasta village near Bhubhneshwar, which shall be completed by 2012. A memorandum in this regard is signed by Health and Family welfare Secretary Anu Garg and PHFI president K Srinath Reddy. Please note that IIPH had already signed an MoU to establish eight institutes of Public health in different parts of the country.

Rural Business Hubs is an initiative by the Ministry of Panchayati Raj, Government of India and the Confederation of Indian Industry started in 2007.

Rural Business Hubs is a first-of-its-kind Public, Private and Panchayat Partnership which aims to foster and permeate economic growth into and for rural India.
The concept of Rural Business Hubs is based upon synnergically link rural products, skills and produces with the marketing and professional skills of the industry to overcome the impending factors which hinder economic growth from reaching rural India. Such impediments are Poor market linkages , weak Infrastructure , Fragmented farms and farming , Many layers of intermediaries , Lack of standardisation and grading etc.
Current Situation:
Till February 2010, Government has identified 35 districts for Rural Business Hubs intervention programme in consultation with State Governments. So far 26 district RBH workshops have been organised and champion products identified. In addition, financial assistance to 49 projects throughout the country has been extended for establishment of RBH.

Oil Price Reforms: Kirit S. Parikh Committee Recomendations

Kirit S. Parikh, Chairman, Integrated Research and Action for Development (IRADe), presented a report of the Expert Group on A Viable and Sustainable System of Pricing of Petroleum Products on February 4, 2010.

Who is Kirit S Parikh?
Dr. Kirit S. Parikh is Founder Director of Indira Gandhi Institute of Development Research (IGIDR), Mumbai. He has also served as Senior Economic Advisor to United Nations Development Programme from October 1997 to September 1998. He has been a member of the Economic Advisory Council (EAC) of the Prime Minister of India, Atal Bihari Vajpayee, and had been a member of EAC of Prime Ministers Rajiv Gandhi, V.P.Singh, Chandra Shekhar and P.V. Narasimha Rao. He has also been member of Planning Commission.

He has been the editor of "India Development Reports" which provide a non-governmental assessment of India's development and policy options and member of numerous other boards. He is an author and co author of 15 books in the areas of planning, water resource management, appropriate technology for housing, optimum requirement for fertilizers, energy systems, national and international food policies, trade policies, general equilibrium modeling and natural resources accounting.

When this committee was Constituted?To advise on a viable and sustainable system of pricing petroleum products the establishment of a committee was announced by finance minister Pranab Mukherjee while presenting Budget 2009-10 on July 6, 2009. Dr. Parikh was appointed the chairman of this panel in August 2009.
The committee’s other members were: Indian Council for Research on International Economic Relations chairperson Isher Judge Ahluwalia, National Council of Applied Economic Research director-general Suman K Bery, Finance Secretary Ashok Chawla and Petroleum Secretary S. Sundareshan.

What are Key Recommendations?
  1. Domestic petroleum product prices have to reflect that of international prices. The government should allow pass-through of international oil prices to domestic users. This will enable the public sector OMCs and upstream oil companies to remain financially stable and solvent.
  2. There is no justification for continuance of subsidy for diesel and petrol and as such their prices should be raised by Rs 2.33 per litre and Rs 4.72 per litre respectively
  3. An additional excise duty of Rs 80,000 per vehicle should be levied on diesel car owners
  4. Smartcards should be used to provide subsidy to the target/needy group on kerosene and 14.2 LPG cylinders. Subsidy on LPG cylinders should be discontinued immediately except for the below the poverty line households.
  5. The price of kerosene should be increased by Rs 6 per litre and that of LPG by Rs 100 per cylinder. The kerosene price increase should be in line with the nominal growth in agricultural GDP. LPG price should be increased in line with per capita income.
  6. The government’s policy of incurring a cost of Rs 1.42 lakh crore towards compensating the OMCs for the under recoveries is a complete failure. The compensation burden has reached a level of 25 per cent of total revenue receipts in 2008-09, which is totally unviable and perilous to the long-term health of the economy.
The committee suggested that LPG and kerosene prices could be raised every year in step with the growth in per capital agricultural GDP at nominal rates and per capita income respectively. Freeing petrol and diesel prices would not only promote competition but also lead to more equitable sharing of inflation burden, affecting mostly people who can pay.

Action Plan to Enhance Forestry Science

Action Plan to Enhance Forestry Science addresses the issues regarding upgrading the scientific capabilities of India’s forestry establishment include the establishment of the following:
  • Forestry Fellowship Programme which will recognise outstanding contributions to forestry sciences, a forestry fellowship programme is being introduced.
  • National Forestry Knowledge Forum: A platform where expert knowledge in various issues in forestry will be shared is being developed. This forum will facilitate virtual interactions of experts in forestry. It will be physically located in Delhi and will be open for national and international experts in the field of forestry science.
  • National Forestry Information Network: A network is being established with a robust foundation using remote sensing, GIS and MIS. All land based forestry interventions will be geo-mapped and monitored on a time scale, and will be put in the public domain. The process is being guided by a core group of forestry professionals.
  • IT for fire monitoring: A programme to use satellite data for early transmission of fire signals to the mobile phones/ PDA’s of field officers is being undertaken. The University of Maryland has agreed to share all active fire data obtained from TERRA and AQUA satellites of NASA every six hours for this. This will not only help in quick fire detection and reducing the response time, but has also helped in identifying fire sensitive areas. This was originally conceived by the MP forest department, which a national e-Governance Award for the initiative.
  • National Bureau for Forest Germplasm: A Forest Genetics Resource network is being established along the lines of the Plant Genetics Resource Bureau. The objective would be to identify, characterise, preserve the valuable germplasm of a wide number of forestry species in the country. This will protect our valuable genetic resource against extinction and exploitation.
Indian Council for Forestry Research and Education (ICFRE) for modernisation of forestry research was give a special grant of Rs. 100 crore in Budget 2009- 10.

Expert Committee to Enhance the Scientific Capacity of MoEF

Scientific personnel have historically made up a large portion of the human resources of the Ministry of Environment & Forests, as it was conceived Ministry of Science in Early eightees under PM Indira Gandhi. . Over the years, a number of issues and constraints have arisen related to the scientific resources and expertise of the Ministry. These need to be urgently addressed. With this in mind, and to ensure that the scientific manpower and infrastructure in the Ministry of Environment and Forests Government of India has set up an Expert Committee to take a fresh look at scientific manpower and infrastructure in the Ministry of Environment and Forests.

The proposed committee members are as follows:
